AJC Reporter Solicits Family for Article

Hello Oconee County Residents,

This is Merritt Melancon from the Athens Banner Herald. I’m one of the writers here who covers Oconee County for our paper, and I could use your help.

I’m working on an article about families who live in the more rural southern half of the county, and families who live in the more suburban northern half of the county. It’s about how they’re similar and how they are different. What services each group expects from the county and what services they use? How they picture the county in 10 years? How involved are they in the workings of the county government? Why they live in the county and how they identify themselves with the county?

To do this I’m hoping to talk to lots of families, but I’m looking for two, one from the north and one from the south, who will let us spend a little more time with them and take some photos. Watkinsville not the place for Beer/Wine

It seems like overnight the Watkinsville Beer/Wine issue came up. You've gotta love how Samantha Purcell and John Walsh, Jr. just randomly bring this up at a meeting. Thanks a ton, you two.

Isn't it also funny how Purcell thinks that because over half of the people at a meeting seemed to be in favor of a Beer/Wine ordinance, then surely over half of the residents of the City of Watkinsville will want it also. It doesn't really work that way, Samantha.

I, myself, am not a resident of Watkinsville but I do have an interest in the local government and am quite tired of having things going underneath the radar. A couple of councilmembers thought they'd just slip this right on in here and that's just not the way it needs to be. The mayor and councilmembers say it's not about the sales, I say "BS"! Once again, money has come into the picture. No wonder Judson Huff left, he probably knew he'd just be thrown to the side as always.

"It will eliminate brown-bagging" -- maybe, to an extent. Does that mean we still don't have drunk drivers leaving Town Center or loud alcoholic crowds inside the few restaurants we have in Watkinsville? The answer is absolutely not.

It's to be expected of Walsh, as being a councilmember seems to be one big joke to him anyway. He is always sarcastic, making unnecessary comments (and facial expressions) in the middle of council meetings.

Purcell, on the other hand, has done a lot of great things for the City of Watkinsville. I am truly appreciative of the active role she has taken in taking care of Watkinsville's beautiful trees. But, as always, with one good thing there seems to be a bad thing. The Watkinsville Urban Forest Ordinance was a good thing, this Beer/Wine ordinance idea is a BAD thing.

Brian Brodrick has taken a "hesitant" approach toward the Beer/Wine ordinance and wants to make sure plenty of time is spent making sure it is perfect.

Mike Link seems to be the only councilmember to really express negative feelings toward the ordinance. Good for him! Don't back down, Mike! Much thanks to Judson Huff, who took into consideration local churches. Once again, can't much blame him for leaving.

Mayor Jim Luken also seems to be in favor of this ordinance. He shows this in his letters and interviews in local newspapers. He was all about the "Residents can't vote on beer/wine issue" article -- a sure fire way to piss off some people in your town. The last thing you want to do: Tell your constituents that what they want doesn't really matter, that their input isn't needed. It will be interesting to see how this effects the results of the next election for the mayor and councilmembers. And trust me, it will.

What's the point in having a bunch of meetings for residents to voice their opinions? Everyone knows the predictable outcome when the mayor and over half of the city council are in favor of something. The ordinance will, undoubtedly, pass without much discussion among the council. Don't waste people's time if you are only going to end up going against their wishes anyway.

Time and time again, this issue has come up in Oconee County and every single time it gets a frown from the public. It's truly sad that the same thing can't be done with the city that way there would be a more accurate way of judging how city residents felt about the issue.

Bob Marable said it best in his Letter to the Editor a few weeks ago in The Oconee Enterprise. My favorite part went something like this: "Let people get drunk and sleep it off underneath one of the many lovely trees the city has planted." I believe a few of the other options Mr. Marable gave in his letter included going to one of the many nearby churches (across the street) the next day or being hauled off to the nice, new jail facility. His letter was comical and serious at the same time. He really put things into perspective.

So let the council vote this in. Let them go about this completely the wrong way. Let them be money hungry and do something only because it will benefit them. It's not the first time it's happened, and, sadly, probably won't be the last. May it only come around to bite them in the ass in the end. Everyone has to pay for their decisions.

Talk to your mayor and councilmembers. Go to the meetings and stand up and speak out. Let them know that this not the atmosphere that Watkinsville is known for, and that we don't want to be like every other small town around here.

The ride will leave from the back parking lot of the Oconee County Courthouse, 23 North Main Street, Watkinsville, Georgia.

Ride Description

Riders can choose from distance options of 22, 40, and 65 miles, or a five-mile fun ride. The routes will take riders along the rolling hills and rural countryside of Oconee, Walton, and Morgan counties Georgia. Ride through the historic towns of Bostwick, Rutledge and Bishop, or take a side trip to see Madisonâ€™s antebellum mansions.

The Watkinsville Bicentennial Bike Ride will be fully supported with SAG wagons, a professional mechanic, and refreshment stops along the way.

Registration

Registration will begin at 8 a.m. in the parking lot behind the Oconee County Courthouse. The cost is $20 for pre-registrants, $25 for same day registration. The February 13 regular session meeting of the Oconee County Board of Education started off smoothly with the approval of the agenda along with the approval of the minutes of the January 17, 2006 regular session meeting and the work session meeting that was held on February 6, 2006. Board member David Weeks motioned to approve the agenda, Tom Porter seconded. David Williams motioned to approve both meeting minutes, Tommy Malcom seconded. Both agenda and minutes were approved unanimously.

Keith Taylor with the Walton EMC presented the BOE with a check for $10,579.00. Taylor maintained a humorous disposition and expressed his opinion of just how great the Oconee County School System is.

In written communications to the BOE, a parent wrote a letter explaining her immense appreciation for the school system’s response to students with special needs.

Superintendent Tom Dohrmann prefaced the beginning of audience communications to the board by stating that the Board of Education honored the opinions of the public but reminded the audience that personnel matters were sensitive and, many times, could not be discussed. He also outlined the process for renewing the contracts of the school system’s teachers which is: The principal of the school recommends contract renewals to the Superintendent and he then recommends these renewals to the Board of Education.

Audience communication began with Gabe Benson from North Oconee High School speaking on behalf of Mr. Ean Sonnier who wears a variety of different hats including: Technology instructor, FBLA advisor, varsity and junior varsity soccer coach, and webmaster. Mr. Sonnier was employed in August of 2005. Benson started a petition to reinstate Sonnier. The petition has 406 signatures (75%) to date.

Ean Sonnier addressed the board next with his feelings that he had been wronged by not having his contract renewed. He pointed out that he had worked many hours and many nights past 9 p.m. to make the school a better place and that he was not only a computer instructor, but a soccer coach, and FBLA advisor, and a webmaster. Mr. Sonnier stated that he was at the meeting for the students.

North Oconee student Tyler Bleeker said he believed the school would be losing an asset with someone with the abilities of Sonnier.

Richard Rosenthal, a sophomore at NOHS and his mother both spoke of their disappointment of the decision not to renew Sonnier’s contract. Mrs. Rosenthal stated that Sonnier was always very professional. She presented the board with a CD which contained screenshots of several variety of website layouts for the NOHS website that were originally rejected. She also stated that she would like to see the computer programs at the school grow, as they were the “way to the future”. Richard, who had a class with Sonnier last semester and was on the school’s website committee, said Sonnier taught students according to their individual level of computer experience and felt that it would be horrible if the school lost Sonnier.

Trey Knoll said that Mr. Sonnier had done a very fine job and had contributed his time to helping him research colleges. Shaun Lee, a North Oconee junior, said he always learned something in Sonnier’s class and that he would be a loss to the school system. North Oconee student David Dorcas expressed his disappointment with the decision and said he was told he would be punished if he spoke on the Sonnier issue. He said Sonnier always encouraged and complimented students.

Kelsey Griffin said she had a great time in Sonnier’s class and learned more than any other course in her two semesters with him. “It would be a very big loss to the school system of Mr. Sonnier were no longer there,” said Griffin.

Jared Smith, a student at Oconee County High School, defended OCHS mathematics instructor Karl Hwang. Smith stated that his class with Mr. Hwang was by far the best of the five math classes that he had taken and that he had never enjoyed a mathematics class as much as he did with Hwang. He said that Mr. Hwang was always positive, always upbeat, and always made math fun. Smith led Team Hwang, the student activist group responsible for collecting around 200 signatures urging the school system to reinstate Hwang before he resigned on Friday, February 3, 2006. The group also made t-shirts, buttons, pins, and painted “Save Hwang” on the windows of some of their vehicles.

Ashley Akins, who graduated from OCHS last year but had a class with Hwang, also spoke to the BOE on Monday night. She understood that Hwang was being fired for not keeping control in the classroom. She said that it was a challenging class but Hwang always helped them when they needed it. “We always knew what we were supposed to know at the end of the day,” said Akins. “He used life applications in his lessons and he taught us morals. He’s qualified for bigger and better things where he could make more money but there is no where else Mr. Hwang would rather be than at OCHS with the students.”

Caitlyn Webber, a senior at OCHS, said that she was greatly upset by the resignation of Hwang. She said that he was an amazing teacher and that OCHS mathematics department was losing an asset.

Superintendent Tom Dohrmann, along with Oconee County citizen Eric Dawe, commended the young people on their organization and statements to the board.

In other communications to the board, Rich Rusk expressed his opinion that there was too much stress on football in Oconee and that some citizens were trying to turn Oconee into a “football powerhouse”. He said Oconee needed to strive for balance and perspective over the whole program. Tina Paul expressed her disappointment with the board not initializing a 7^th grade basketball team and other extra-curricular programs.

Tom Dohrmann stated in his Superintendent’s report that the board had decided to have their books audited by an independent agency and that they got an A+ from their report.

Middle and high school students in Oconee County can look forward to later starting times next year. They will start at 8:30 a.m. (changed from 8:15 a.m.). Elementary school start times will stay the same (7:45 a.m.).

Randy Morrison gave an update on the SPLOST III program. The summary of his update follows below:

On track to bring question before voters on July 18, 2006.

BOE will need to plan meeting within 7 days to consolidate votes.

“CAP” for SPLOST may be set at $37-$38 million.

The current CAP is $25 million. The new CAP would account for the 25% average growth rate.

Estimated expenditures at $27 million:

Land acquisition for additional schools

New elementary school

Additional alterations, renovations, modifications of existing schools/campuses.

Ability for board to borrow $27 mil with debt service to be repaid within the SPLOST III timeframe (2014).

In new business, Tom Porter motioned to table Policy JBC (School Admissions - new) for 4 weeks. David Weeks seconded the motion and the vote was unanimous. Policy JBCH (Non-resident students – revision) was also tabled for 4 weeks (David Williams motioned, Tommy Malcom seconded, unanimous vote).

Tom Porter motioned to approve payments to Turner Construction for the OCMS Music Suite and to Musco for the NOHS stadium lights. David Williams seconded the motion and the vote passed unanimously. The bidding for the NOHS stadium will begin on March 7. Request for payment for stadium lights was made because it takes four to six weeks for delivery of lights. John Osborne explained that his was a state bid, which was found to be phenomenal after a competitive analysis. The lights will cost around $153,000. The NOHS stadium’s estimated completion date is around the end of April. To date, 34% of the project has been paid out.

The meeting lasted about an hour and a half. David Weeks made the motion to adjourn, seconded by David Williams.

On Wednesday, February 8 the Watkinsville City Council met with the shortest agenda in years but the meeting lasted a little longer than predicted. This was the second meeting that discussed the Urban Forest Ordinance (UFO) which Councilwoman Samantha Purcell has been reviewing for several months now. Brian Brodrick has also been a great asset towards the creation of the UFO. It was suggested that a provision needs to be added to the ordinance to avoid hindering of conservation lots. Also, City Attorney Judson Huff advised that the ordinance needs better wording of what lots it is applicable to. Purcell and Huff will be working on updating this part of the ordinance.

The City of Watkinsville's ongoing Bicentennial discussions were also covered by Mayor Jim Luken at the meeting. Purcell is working towards getting a Cedar Christmas Tree implemented by the end of February as well as developing a plan to install 200 new trees. Joe Walter gave an update on the progress of designing a logo for the bicentennial. The logo will be circular (seal) and will likely consist of a structure that would represent the City of Watkinsville (Eagle Tavern). It will also have "Artland of Georgia" embedded in it and will probably be blue and gold. Walter announced plans to have caps made as opposed to t-shirts because of the pain of having too many or not enough of the right sizes of shirts. Watkinsville citizen Dan Matthews updated the City Council on the prices and possibility of having US Postal Stamps made.

In the Mayor's Report, Jim Luken announced receiving a letter from the Georgia Department of Transportation which gave him the 'go ahead' on attaining bids for Streetscape. Vinnie Williams, Publisher of The Oconee Enterprise, congratulated Luken on this as it was a hard accomplishment to achieve.

City of Watkinsville Police Chief Lee O'Dillon gave an update on the police department's activity for the past month. They have purchased a new patrol car from Johnson Ford which should be in service in a week after having all of the equipment installed and lettering applied. He also announced the promotion of Field Training Officer Lopatin Slaymaker to Sergeant. Slaymaker left Athens-Clarke County to join O'Dillon's police force in 2000. He will continue to assist the chief with field and firearms training.

In Old Business, the DOT sent a letter confirming that they would provide equipment for a traffic signal at the intersection of Simonton Bridge Road, Harden Hill Road, and Main Street. The family has been on the property since 1958 and Ms. Mildred Williams currently resides on a part of the land.

Jared, I read your article in the Newspaper today and am very proud of you. I have been a resident for about 12yrs. I think it is just deplorable for the School Board to allow good teachers to leave. I feel that too much money is put into too many Administrative jobs and pay "good" teachers like Mr. Hwang more.
I don't have children in the school system. I am even a great grandmother and will talk with you any time you wish.
I think that when they do this to a teacher either the Prin, Supt, or the BOE should have a darn good reason and they should not be afraid to tell the people that voted them in office. We also need to see some new faces on the BOE anyway.

On Friday, February 3, 2005, Mathematics instructor Mr. Karl Hwang turned in his resignation to the Oconee County School System. This was most likely due to the hard time the school system was giving him about the student's opposition to their decision (of which Mr. Hwang took no part of). After a full week of being in action, Team Hwang plans to continue pursuing getting a justified answer from Oconee County School officials. I have yet to talk extensively with the other organizers today, but from those short conversations, all but one seem to be interested in continuing.

I spoke to a teacher that attends Karate with me, who actually went through a similar situation with a colleague. He advised us to get well organized. Take each organizer and give them their own sub-committee of sorts, and assign specialized tasks. He also told us that while we should have one of those committee's concerned with local school officials, we should now look to the state officials for help. So far I have a letter writing committee, and PR committee, the Relief Concert committee, and the State and Local committees.

I put a link to the article on our site just now, and thanks for letting us put it in the notebook, hopefully we can fill it up with stuff.

Strangely, the Principal, Mr. Channell was tied up in meetings at the Board Office all day Friday when Mr. Hwang handed in his resignation.

I'll keep you up to date as we continue.

Good morning.

This week in the State of the Union address, I set forth my American Competitiveness Initiative. This plan will help our Nation to compete with confidence, raise the standard of living for our families, and generate new jobs for our citizens.

Generations of risk-takers, inventors, and visionaries have made America the world's most prosperous and innovative nation. Just 25 years ago, most Americans used typewriters instead of computers, rotary phones instead of cell phones, and bank tellers instead of ATMs.

Today America is at the doorstep of even more technological advances. But we cannot afford to be complacent. We're seeing the rise of new competitors, like China and India, who are making great strides in technology. In response, some people want to wall off our economy from the world. That is called protectionism. The American people should not fear our economic future because we intend to shape our economic future.

To keep America the world's most competitive and innovative nation, we must continue to lead the world in human talent and creativity. My American Competitiveness Initiative will encourage innovation throughout our economy and give American children a firm grounding in math and science.

This initiative has three key elements. The first element is to double the Federal commitment to the most critical basic research programs in the physical sciences over the next decade. Most of the technological advances we enjoy today are the fruits of research investments made years ago, and many of these advances benefitted from government support. The increased funding I have proposed will support America's creative minds as they explore promising areas, such as nanotechnology, supercomputing, and alternative energy sources. These investments will lead to new inventions that offer better choices for consumers and a better life for our citizens.

The second element of this new initiative is to encourage bolder private sector investment in technology, because the private sector remains America's greatest engine of innovation. The research and development tax credit gives businesses an incentive to invest in projects that could lead to new discoveries. Congress allowed this tax credit to expire at the end of 2005, and the House and Senate are now considering another temporary extension. But a temporary extension does not allow our innovators to plan and invest with certainty.

Other countries offer permanent tax incentives for research and development. To keep America the world's leader in technology and innovation, Congress needs to make the tax credit for research and development permanent.

The third element of this initiative is to make sure our children learn the skills they will need to keep America the world's most innovative country. Math and science are critical to many of our country's fastest-growing industries, so we must encourage our children to take more math and science classes and make sure those classes are rigorous enough to compete with other nations. I'm proposing that we train 70,000 high school teachers to lead Advanced Placement courses in math and science, bring 30,000 math and science professionals to teach in classrooms, and give early help to students who struggle with math so they have a better chance at good high-wage jobs. If we ensure that America's children succeed in life, they will ensure that America succeeds in the world.

The American Competitiveness Initiative will help our nation remain the world's economic leader. By investing in research and development, unleashing the innovative spirit of America's entrepreneurs, and making sure that our economy has workers highly skilled in math and science, we will lay the foundation for lasting economic prosperity.

Republicans in the Senate today gave Democrats a chance to reconsider their vote yesterday to continue raiding the HOPE Scholarship. The Senate passed a motion this morning to reconsider the HOPE Chest Amendment by a vote of 35-14.

“Republicans in the Senate have given the Democrats a second chance to do the right thing and put our children before partisan politics,” said Alec Poitevint, Chairman of the Georgia Republican Party. “Democrats should know if they don’t reconsider the vote against the HOPE scholarship, their constituents will reconsider their vote for them in November.”

“I would also encourage the two candidates of the Democratic Party running for Governor to reconsider their position. 'Team Hwang' takes a stand after teacher is dismissed

A group of Oconee County High School students formed Team Hwang, a student activist group, after mathematics instructor Karl Hwang was "let go" from his teaching duties at Oconee County High School. When questioned why Mr. Hwang was dismissed, school officials said he was not what they expected from a professional standpoint. The group feels that this answer is unsatisfactory and unacceptable. They believe an injustice has occured and they are doing everything in their power to make sure it doesn't go unnoticed.

Team Hwang consists of students who were members of school clubs in which Hwang was involved and/or students who had him as a teacher. Mr. Hwang was not involved in the creation of this group, nor is he a participant in any of the group's activities.

Mr. Hwang obtained a civil engineering degree from Georgia Tech but then spent time teaching mathematics in Taipei and Shanghai before returning to earn his masters from the University of Georgia. Hwang sponsored the Oconee County High School Japanese Club and lead Japenese classes after school hours. Students say that Mr. Hwang always taught classes with a smile on his face. He was enthusiastic and motivational which is a requirement with mathematics courses to keep students involved with the class. Students enjoyed his unique teaching method that ultimately helped them better understand the subject matter. Hwang is described as a "beloved teacher at OCHS" and it is commonly stated that he would go out of his way to help students in any way he could.

Team Hwang is now actively protesting the actions of school officials by wearing t-shirts, bracelets, buttons and other accessories. They have used window chalk on their vehicles expressing their opposition to the school's decision. They have contacted news agencies throughout Northeast Georgia and have planned to meet with the Oconee County Board of Education.
Two of the dedicated Team Hwang members have created a site on MySpace in an effort to keep interested students informed of the group's news and activities. The site is located at http://www.myspace.com/savemrhwang. Listed on the group's MySpace site is contact information for important county school board officials.

At some point, Oconee County High School Principal Mark Channell and an Oconee County Board of Education official accused Mr. Hwang of organizing Team Hwang or influencing students to organize the group. Mr. Hwang was then questioned of his involvement with the rallying, protesting, and the flooding of e-mails and phone calls. Mr. Hwang replied that he did not know the founders of the group and had not influenced any of the actions from students.

Although the action from students has not caused a disruption to instructional time or school functions, school officials threatened to take further action of the protests did not stop.

Team Hwang would like to see Mr. Karl Hwang given a valid reason for his termination, as well as a possible reinstatement.

• Kaitlin wrote a letter to the editor that will be submitted to the Athens Banner Herald and the Oconee Enterprise. She also wrote channel 2 in hopes of getting some statewide attention to our problem.

• We made about 25 t-shirts today and will continue to make more tomorrow. So far we have 29 people confirmed to wear t-shirts sometime this week. IT IS VERY IMPORTANT THAT WE WEAR THE T-SHIRTS MORE THAN JUST ON MONDAY; WE HAVE TO KEEP IT GOING THROUGH THE WEEK AND BEYOND!!! contact kaitlin, cory or me as soon as you can if you would like to wear one and we’ll make sure that you get on the list to.

• Because we’re not sure that we can meet the demand for t-shirts, we made patches that can be pinned onto clothes and/or book bags that will show your support for Mr. Hwang – we’ll have them on hand this week and will be more than happy to give them out as people ask

• We (the organizers) got buttons today, so if you need to talk to someone look for us. Anyone with the buttons will know what’s going on so see them if you have any questions or ideas for us, or send us a message or comment on the website.

• We compiled a list (somewhat ordered) of people with influence that everyone should try and contact – you, your friends, your parents, your neighbors, who the hell ever you can get to contact any of these people please try. I will have it posted sometime on sunday so keep checking the bulletin and the blog. :-)

Some of you have expressed concerns about what our rights are as students concerning out protest and free speech. No matter what anybody says, be they administration, faculty, or other students, you do not leave your right to freedom of speech at the door when you go to school. In 1969, in Tinker v. Des Moines Independent Community School District the Supreme Court help that students in public schools –which are run by the government – maintain their 1st amendment rights. This means that you can express your opinions orally and in writing – in leaflets, buttons, armbands, T-shirts, etc. The only catch is that you cannot “materially or substantially” disrupt classes or other school functions. Basically don’t bring a total stop to class and don’t break anything.

Saving Mr. Hwang is very important to all of us, so we can’t stop fighting until he gets his contract renewed!
